I will begin, since this is my desk. SGARs — brodifacoum, bromadiolone, difethialone — are designed to kill rodents through internal hemorrhaging. They persist in tissue for weeks. When I eat a poisoned rodent, I accumulate the compound. When I eat enough poisoned rodents, I die. The Central Valley has documented barn owl mortality from SGAR exposure at rates that should constitute a regulatory emergency. They do not.

The regulatory history here is instructive. California restricted SGARs in 2020. The restriction included exemptions for agricultural use, structural pest control, and certified applicators. The exemptions cover the majority of actual use. This is a pattern I recognize from the DDT era: the regulation exists; the behavior it was meant to regulate continues.
